One of the most common questions we’re getting right now is simple: Can I build a duplex on my site?The answer, in many cases, is yes. But it depends on a few key factors, and recent changes have opened up opportunities that didn’t exist before.
What Makes a Site Suitable for a Duplex
In general, most sites can support a duplex if they meet the minimum lot size and frontage requirements and are located in R2 zoning. These two factors alone rule out or allow many projects. That said, zoning rules, local controls, and approval pathways can vary, which is why it’s important not to assume your block qualifies without a proper check.
What’s Changed With the 2024–2025 Housing Reforms
One of the biggest shifts we’ve seen comes from the NSW State housing reforms introduced in 2024 and continuing into 2025. Areas where duplexes were previously not allowed are now opening up.
A great example is the Northern Beaches Council. Before 2024, duplex developments were not permitted in many parts of the Northern Beaches. Under the new reforms, duplexes are now allowed on R2-zoned land, provided the block meets the minimum lot size and frontage requirements.
This is a significant win for homeowners and investors in the area. It creates new options to add value, generate income, or support multi-generational living where it simply wasn’t possible before.
CDC vs DA: What You Need to Know
While duplexes are now permitted in these newly opened areas, the approval pathway still matters. At the moment, many of these sites must go through a DA (Development Application) process. The CDC (Complying Development Certificate) pathway is not yet available in all of these locations.
That means design, planning, and documentation need to be handled carefully to meet council requirements and avoid delays. This is where experience makes a real difference.
